They were initially commissioned in an effort to dispel storms and halt the destructive efforts of the likes of Arcaelus and Kaizoroc, but one too many clashes with those particular species put the kibosh on their development - much to their displeasure. Incidentally, some individuals seem jealous of both Zelaero and Volaero.
